Media Development Division

The Media Development Division plays a central role in strengthening Bhutan’s media ecosystem through strategic policy formulation, sector development, and institutional support. It is responsible for developing and reviewing media policies, frameworks, and guidelines to ensure a responsive, inclusive, and forward-looking media landscape aligned with national priorities and the evolving digital environment. The Division also promotes Media and Information Literacy (MIL) to enhance critical thinking, responsible media use, and informed civic participation among citizens through targeted programs in schools, institutions, and communities.

In addition, the Division advances media enterprise development by supporting sustainability, professionalism, and innovation within media organizations through collaboration-based initiatives and capacity-building programs. Key interventions such as Media Forums, Journalism
Awards, and Access to Information initiatives provide platforms for dialogue, recognition of excellence, and promotion of transparency and accountability. Together, these efforts contribute to fostering a vibrant, responsible, and resilient media sector that supports democratic
governance and national development.
